Authorization by individual control

Hi,
as we know,asp.net authorization comes in 2 ways, File authorization and URL authorization. From my understanding,authorization at the lowest level is by page. Now,I wish to be able to control who has access to each and every button/control in a page.Besides hardcoding,are they any generic methods of doing this?
