For loop - adding rows to Datatable issue

I have a datatable that I load - after everything loads I have 37 rows
I then go in and add new rows on a condition, my problem is that my loop ends when it hits 37 and does not see that the rows have been updated to a new count. (My total row count once the code ends is 47 ) You can see I have tried various Updates, AcceptChanges , affirming that the count should be higher, but nothing is working for me - Ideas?

(I hope that the pictures will assist along with my ramblings)
I am creating an online form for our warehouse - a workflow or process traveler.
My data comes into a datatable dt

Our warehouse likes this idea - but would like for the form to have the departments split up (emphasize the dept)
To achive this, I need to edit the datatable before it loads to the gridview

LOOP
Go through each line in the datatable - If the WRKCTR changes then add a newline between the old WRKCTR and the new WRKCTR

The new line will have the following information:
the name of the WRKCTR , next cell = "", next two cells as "False"
After the new line is inserted - the row count should change to reflect the newline - letting the loop run until it hits the very last line of the datatable.
(NOTE: notice below that the code runs and adds a new line between the first QC and ASSY, and places the correct information into the cells)

Here is the top half of the gridview. The lower half (at row 37) stops adding lines
