Question make the program as easy to install?

I'm new here and I'm new to VB.NET but I have work alot before in VB.
Now I work most in web as PHP and that

Now to my question.
If I want to build a little program that connect to a MySQL databas, does it need more then framework and the program. I was thinking about MySQL driver.

I trying to make the program as easy to install as possible, maybe even push it out to the computer that is inside my network.

If I have to install drivers to I was thinking maybe make the program read a webpage instead and that get the information I want it to have.
