Question Open and fill PDF Form

Does anyone know of a tool that will let a VB program open a PDF form and fill in some of the fields? I spoke with Adobe and they want $25K for their API, so I'm hoping for a solution for less.

Sometime has passed since this has been asked but thought I chime in anyways.

One options is to use iTextSharp which is open source found on SourceForge. Fairly easy to use, quick and it's free.

If you have ColdFusion 8 cfdpfform tag can be used in a web service which a VS2005 or VS2008 can use
