Question Resources in External Files

Hello,

I'm building an application using the vb.net and i'm trying to localize it. but the only problem i'm facing now is that i don't want the resources file to be embeded in the exe, i want the user to be able to edit the resource file after compilation, either using an external application or a resources editor. but i can't seem to get it to work.

any ideas will be much helpfull, thanks.
