Adding rows in a gridview

hi everyone, I have the following issue: I have 2 gridviews next to each others and they have similar fields. However, they can have different data and I want to add rows saying "no data" when one gridview has data but the other doesn't to make them equal.

The picture in attachment is an example of what it looks right now. In that example, I would add 2 rows in the gridview to the left.

can anyone help me regarding this?
