If so it's probably due to something specific to your computer rather than a generic problem. Have you had previous versions of the framework installed, are you running any antispyware/antivirus programs? Some of these things could hinder the installation of the framework or it could be a piece of malicous software. So....
1.Go to the site in the link above and try everything.
If no luck then.....
2.Run any antispware/antivirus programs you have on their maximum security setting. Try again
3.Disconnect your broadband modem(if you have one) turn off all the antispyware/antivirus and any other programs that you are running. Try again.
Failing that, i'm at a loss. It maybe a problem with windows. Possible corrupt file. You could try using system restore as a second from last resort. The last resort being repairing yuor windows installation. But before you go doing that give some other people a chance to reply to this thread because they may have experienced it themselves or they may know someone who has.
