See the end of this message for details on invoking
just-in-time (JIT) debugging instead of this dialog box.

************** JIT Debugging **************
To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

<configuration>
<system.windows.forms jitDebugging="true" />
</configuration>

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.

The error message seems fairly clear:
Could not find file 'C:\Documents and Settings\vicky\Local Settings\Apps\2.0\Z6CN6YK2.JDP\4K47TWH6.AEJ\east.. tion_98b10b8291477ed8_0001.0000_92ab7b5d9aedb6ac\P ayrollSystem.accdb'.
You haven't deployed your Access database with your app, or else it's been deleted afterwards, although that's unlikely. From the file path, I assume that you have used ClickOnce deployment via the Publish feature in VS or VB Express. Have you checked what files are being included in the publish? The Publish page of the project properties provides all the information related to ClickOnce publishing.
