Question add component

Hi;
i am working on visual studio 2008;visual basic.net.
I started a program for building components.
The instructions say that i should choose class library when opening the project.
Then i have to click on (add component) under project;
this is where the problem is ,i did not find (add component ) nor in add new item.

Could you help me please;

Right click "Application Root" in Solution explorer Click Add>Component.
Or use Project Menu Item and click Add.Component.
