can't create new windows application

ok i downloaded vb.net(vb2008).
then i installed it
open it and when i click create windows form app a error box pops up and says:
"requested registry is not allowed"
can anyone help me here??
(i have vista btw and i when i start vb 2008 i right click and run as admin)
