connect panels

Is there a way to connect two panels, so say I have two panels stacked vertically, I would want it so when the top panel's height was lowered, the bottom panel moved up to stay connected to the top panel. Is this possible?

The FlowLayoutPanel have such functionality, controls you add/size in this panel dynamically flows.
